After five years as Marketing Manager of a mountaineering clothing and equipment manufacturer and retailer (a great way to enjoy your 20s), Lou Barnes built 45-broker, two-office Spruce Real Estate in Colorado from 1978-83, spending most of his time guiding the firm through extremely high interest rates.
The world of money was more fun for him than real estate, and Barnes sold Spruce and joined investment banking ranks for five years as Managing Partner of RCM Government Securities, a broker-dealer working on the early flow of mortgages to Wall Street and their related derivatives. Two of those years involved work on the heart of the S&L meltdown, one of the "consultants" commuting to Texas, Arkansas and other Southwestern garden spots (fortunately he spoke the language: his family were Okies), asked to figure out how deep the hole was going to be.
He wrote one of the earliest accurate estimates of the ultimate cost in 1986, and was one of the first to address the necessary asset workouts. Some people thrive in a career on airplanes, and Barnes was not one of them. In 1988 the homebody began another career as a mortgage banker in Boulder, just in time to catch the terrible peak of foreclosures afflicting the greater Oil Patch and S&L Belt. The firm, Boulder West, survived and thrives as a small mortgage bank, very old-fashioned, strictly "A" paper, and based on long-term relationships with Realtors and past clients. As a marketing tool and for sanity, Lou has written a weekly column on the financial markets every Friday for 20 years.

News of a 467,000-job loss in June, one-third worse than forecast, is hurting stocks but no help to long rates: the 10-year is stuck at 3.50%, mortgages just under 5.50%.
Green Shooters say the payroll weakness was magnified by temporary auto-plant closings, and they point to signs of bottom in auto sales and housing prices, and see optimism in the June ISM-manufacturing survey crawling uphill.

Long-term interest rates have fallen in dramatic fashion in the last 24 hours, the 10-year T-note to 3.51%, and low-fee mortgages to 5.25%.
Inflation freaks and dollar bears caved in, no data supporting their theories. Green Shooters were confounded by a rise in new claims for unemployment insurance to 627,000, halfway back to the April peak, and their hopes do not square with Warren Buffet’s description of the economy as “a wreck.”

Interest rates stabilized at the conclusion of $65 billion in new Treasury borrowing this week, mostly by sales of long-term bonds.
“Stability” is a relative term: all long-term rates have risen roughly one percent in just six weeks, and a further run-up will undercut any economic recovery. The question is whether current prospects for recovery justify this rate-surge, or is this surge already unsustainable? If the latter, what’s the chance for a reversal, especially in mortgages?

This week marked the first of several collisions ahead between markets and US plans to borrow. Treasury yields have soared, but mortgages are holding in the fours.
New data failed to reinforce either the Green Shooters or the Agent Orangers, as prior historical guides are unreliable in a brand-new predicament.
Leading indicators rose 1.0%, the first gain in seven months. However, Orangers note that .44% of the boost came from a suspect rocket by stocks; another .28% from the jump in long-term Treasury rates, more likely to be destructive than helpful; and .27% from consumer attitudes improving from desperate to merely miserable.

To Vee, or not to Vee... that is the question.
The optimists see the steep far side, the middle roaders see bottom nearby, and the skeptics see the economy still declining, just slower, possible multiple bottoms ahead.
A .4% drop in April retail sales was less than the 1.3% dive in March, but the weakness still surprised the optimists, who are happy today with an “only” .5% decline in April industrial production. That is the least decline since October, but “capacity in use” fell .3% to a new post-Depression low 69.1%.

First, the miracle of loaves and fishes: economic optimism and immense deficits combined to blow up the Treasury market, but mortgage rates have held in the fours.
The 10-year T-note had traded deeply in the twos since Thanksgiving, never above 3.02%, and yesterday spiked to 3.36%. With mortgages in the high fours, the spread to the 10-year is as narrow as ever, half last summer’s, held only by the Fed’s promise to buy another trillion-worth of MBS in the remainder of this year.

Three battles are underway: Treasury borrowing versus interest rates, slower economic decline versus bottom, and banks versus everybody else.
Total Treasury new-cash borrowings this week and next: $171 billion, a tad high (the 2009 two-week average: $75 billion). The Fed on March 18 said it would buy $300 billion in Treasurys this year, many thought in an effort to control Treasury interest rates, specifically holding the 10-year under 3.00%. Not so: the 10-year is trading 3.16% today. One-quarter of the $300 billion has already been spent, the purpose to get cash in the economy around broken banks, not to rig Treasury rates.
